Vision We, in the Diocesan Council of the Laity of Kalibo, in our earnest desire to be living witnesses of Jesus Christ by word and action both individually and collectively, envision ourselves as community of lay faithful centered on Christ and animated by the Holy Spirit to promote the participation of the laity in the life and mission of the Church and help actualize the Vision Statement of the Diocese.
Mission To achieve this vision, we, accompanied by prayer, trusting the grace of God and the guidance of the Holy Spirit commit to animate and participate in the mission of the Church, unite the laity for an effective apostolate and community life both for the salvation of men and for the renewal   of the temporal order, work hand in hand with the clergy and the religious of the Diocese, work for the unity of all mandated organizations and lay movements, help coordinate the apostolate of the laity and their role in the implementation of the Diocesan Pastoral Program, and promote the Diocesan Vision and Mission.

History

The Diocesan Council of the Laity of Kalibo (DCLK) was organized by the Most Rev. Gabriel V. Reyes, the second Bishop of the Diocese of Kalibo on June 20, 1998. The organization of the Diocesan Council of the Laity is embodied in Decree No. 4 of the Synod of Kalibo which was signed and approved for promulgation by Bishop Gabriel V. Reyes, then Bishop of Kalibo. The Decrees of the First Synod of Kalibo became effective and binding on June 24, 1997. On June 20, 1998, Bishop Reyes convened all the presidents of the Parish Pastoral Councils and diocesan heads of the mandated organizations and lay movements in the diocese. This was the first Diocesan Council of the Laity Meeting conducted by Bishop Reyes. The first set of officers was elected on this date. The DCLK Constitution was approved by Bishop Reyes on April 10, 1999.

The DCLK is still active in the diocese up to the present time with the new Bishop of the diocese, the Most Rev. Msgr. Jose Romeo O. Lazo, D.D.

Organizational Structure

The DCLK is composed of DCLK officers, Parish Pastoral Council Coordinators, Diocesan heads of the mandated organizations and lay movements.

The council is the coordinating and implementing body of the laity in the diocese and serves as member of the Diocesan Pastoral Council in the study and consultative functions.

The DCLK is under the authority of the Bishop of Kalibo. The Bishop or his representative serves as its Spiritual Director / Adviser

Main Activities
  • Serves as channel of information from the Bishop of Kalibo to the laity of the Diocese and vice-versa
  • Promotes and encourages participation of the laity in the apostolate of the Diocese and national social concerns  (Ex. Safeguard conduct of Clean and Honest Election, Lobby Against  Gambling, Anti-life and anti-family Bills, etc…)
  • Spearheads and sponsors several activities in the Diocese to celebrate National Laity Week down to the Parish Level.
  • Serves as the center for the exchange of information among the Parish Pastoral Councils and Diocesan mandated organizations/ lay movements for the joint pastoral study of common problems and projects.
  • Conducts leadership training among members of the DCLK (Lay Leadership Formation Training: March 31-April 2, 2000 with speakers from the Sangguniang Laiko ng Pilipinas)
  • Assists/Supports diocesan level church activities suggested by the Bishop for implementation (Diocesan Congress on the Year of God the Father, Marian Festival, Jubilee Year Celebration, Silver Jubilee Celebration, etc.)
  • Organizes the Diocesan Theotokos Prayer Mission (A prayer group composed of volunteers who commit themselves under the guidance of the Holy Mother to pray for the priests and the religious.
